You will remember at our interview yesterday

I referred to and protested against the provision fog

the arrest of people on board British steamers by the

Japanese authorities. You stated that I was under

misapprehension and that there was no intention of

effecting arrests on British ships. In view of the

provisions of paragraph 2 (9) of the a pendix to the

Hemorandum of April 12th I shall be grateful if you

will confima this.
